During the past year I have been at pains to

study carefully the working of the Sub-Departments viz;-

(a) Boarding Office

(b) Goverment Marine Survey or

(c) Junk Office

(d) Emigration

(e) Goverment Slipway at Yaumati

(f) Light Houses,

and of these the only two that in my opinion have a satisfactory working efficiency are (d) and (f).

Of the other four Sub-Departments the staff are keen, willing and efficient officers and my only surprise is that they have been able to "keep things going" 48 well as they have as, owing to insufficient European staff, detail work has perforce had to be abandoned. On first approach the Sub-Department under investigation appeared to be working satisfactorily but on closer scrutiny I found that, owing to each officer attempting to perform the duties that in any other port would have been allocated to two men, the work was being skimped and irregularities allowed to pass.

To enable this Department to be brought up to

a satisfactory state of efficiency I submit that the

following additional staff be appointed.

1 Deputy Harbour Master

2 Boarding Officers (Fully qualified

Master Mariners)

2 Assistant Government Marine Surveyors

(one at least to be a fully qualified

Naval Architect)

1 Nautical Surveyor

1 European Junk Inspector.

1 European Boatswain for Yaumati Slipway

1 Store Keeper for Yaumati Store

1 Store Coolie for Yaumati Store

1 Clerk for Yaumati Store
